Yep, looks like a bad link to me.  The best you can do is keep trying.

Yes, It is not accessible. I must admit that It is very good doc. I will let WLK team know about it. 

For time being, try PPT ( getting started with WLK ) : http://msdn.microsoft.com/en-us/library/windows/hardware/gg487360.aspx and 

MSDN link. May be this unblock you for a while.
