Fixed Header not working in Report Viewer Control

I've spent a lot of time trying to get fixed headers working in my web application without success. I'm using Visual Studio 2015 and the header works fine in preview mode. It also works when viewing it in IE on the /reports SSRS web interface. However it does not work in the very same IE browser via the Report Viewer control (version 12).
Below lists the relevant properties, the views as described above and the code related to the report viewer control I hope someone can help as I've run out of ideas.

I have reproduced the issue in Visual Studio 2015, the Fixed data feature is not working when using report viewer web form control to render a report. For this issue, I would suggest you submit a feedback to Microsoft at this link:https://connect.microsoft.com/SQLServer/Feedback.

Is there a workaround you can suggest? I am willing to use any version of visual studio or of the control. We've standardized our data warehouse project around SSRS reports via a web interface. Not being able to have our report headers visible whilst scrolling is a major issue for us.

Currently, I'm not able to think out of any workaround. If you are eager to get solution as soon as possible, I would suggest you open a case with Microsoft Customer Support Services (CSS) (http://support.microsoft.com), so that a dedicated Support Professional can assist you in a more efficient manner.
