    No.  To contact a network service on a certain port (:8080 means port 8080), a service has to be listening to that port.  If you don't supply a port, your browser will default to port 80.  If you want to contact a site on port 8080 then it has to be configured to listen on that port for requests, likewise if you want to contact a site on port 80 (the same as requesting the url without specifying a port) it has to be configured to listen on that port also.  When you set up a site in IIS there is a bindings section where you configure these things.
