DX metro package can be run on win8 64 with no develop tool?

I have installed DX metro package in the win8 64 system with no develop tools. But it can't run. if I install on the win8 64 with develop tool, it can run well. Does it mean DX metro app can only run on the system with develop tool?

Hi zjubaoli,

Metro apps can only be distributed via the store. For development and testing purposes they can also run on systems with developer licenses. This license is automatically generated by Visual Studio when the app is launched onto a remote system. It can also be installed manually via PowerShell.
