    <!--?xml version="1.0" encoding="utf-8" ?-->

     Try to remove the space here: Resources: Resource

    This works:

    <?xml version="1.0" encoding="utf-8" ?>
    <siteMap enableLocalization="true">
      <siteMapNode url="~/Default.aspx" title="$resources:Myresources, String_General_Home">
        <siteMapNode url="~/Default1.aspx" title="$resources:Myresources, String_General_L1" >
          <siteMapNode url="~/BDefault2.aspx" title="$resources:Myresources, String_General_L2" />
          <siteMapNode url="~/Default3.aspx" title="$resources:Myresources, String_General_L3" />

    hope it helps!
