For the installation failure can you post the contents of the last webp.txt log file found in the following location ?
%localappdata%\Microsoft\Web Platform Installer\logs\webp
For Tango CMS,: The application name can be anything you want to enter here. The default name is "tangocms" and this will place an application under the Default Wed Site called "tangocms" . You dont need to change this, its
your choice.

To download Tango again simply do this from Webpi and look under "Web Applications" .Windows Azure Tools can be found in Webpi under "Developer Tools" > Visual Studio Tools. Windows Azure tools can also be installed from here :
