  • What kind of tools are you referring to? Do you mean for artwork, content, code, game data, level design, audio?

    Do you mean "middleware" like audio engines, animation systems, procedural effects?

    Do you mean full "game engines" like UE3, Cry Engine, Valve Source, etc.?

    Do you mean cross-platform development environments like Unity, MonoGame, etc.?

    You should narrow the scope of your question or you will be getting a ton of random opinions on almost every topic under the sun (aka "emacs vs. vi" style arguments).

  • If you are looking at writing C++ code, you can check out the DirectXTK for some helpers doing Direct3D 11 programming for Windows Store apps and Windows phone 8, but it's not an 'engine'.
