    Your question is very open and could span the entire .NET framework.  Do you have a specific programming problem you are trying to solve?  Like importing an Excel spreadsheet?  

    Perhaps you can use an existing application like Office 365 which has this feature.

    I think the short answer would be that a single person could not.  It would take more than a single person' lifetime to create excel.  There is a reason that Microsoft's flagship product (Office) has made them billions of dollars in profit and the reason is not that it is so simple to emulate that anyone could do it in a week!  What do you really want to do?  What is the business requirement?

    If you need to support formulas, array formulas, charts, macros, power query, pen input, tables, shapes, what if analysis, conditional formatting, R1C1 referencing, functions, dynamic references, and all the other gazillion features of Excel then you are going to need a very large team and advice from random people on the internet will not get you to your goal.

    On the other hand, if you want to add up a column of numbers then try any of the asp.net beginner tutorials to get comfortable with the basics of how to create a web site.  Once you can create a simple site then get started on your 'adding a column of numbers' site.   If you have specific problems at that point then post a question here and someone can help you.
