It was caused by Network limited. I solve it by below steps:
1.Disable all your network device in Devcie Manager.
2.Install another USB Ethernet card . And set Internet visit proxy.
3.Get your license.
Hope it can help other people.

I do have the same issue.
Can it be related to that network icon in notification bar shows "internet access" but "Network and Sharing center" tells that 'no connections are available'. Since i'm connected via remote desktop this looks strange
thanks,

Had same problem, Network Administrator was able to install when signed on as Administrator on the VM.Monday, June 11, 2012 1:46 PM

Ooh, In my case I've found another workaround for the issue!:) After I disabled "Network Location Awareness" the license service log wrote "CNetworkState::_Initialize: IConnectionPoint::Advise failed for NLM events (0x8007042c)" instead of "CNetworkState::_Initialize:INetworkCostManager::GetCost failed (0x800704c6)" and went via some other interface. Then I've got a live ID request and got the license!

Vladimir, could you please provide some details on your setup? What kind of network interface does your machine have - is this a virtual machine, a physical network interface, wired/wireless, etc., which model, driver version? Your issue seems to have a different root cause than the other users. It's not expected that you have to stop any service to get this working.

Hello,
Above solution doesn't work for me. Any other ideas? What that "Network limited" is?

Jiraiya, in your case there is a networking error (HTTP fails with an SSL issue). It seems that your machine's time and date are off. Can you set them to the current time and retry?Friday, July 27, 2012 12:11 AM

Ulrich,
Thanks for your reply. Incorrect time and date was a problem.
Thanks!

This works. Go to services and disable NlaSvc service. After doing it retry getting license and your should get prompt for live id.

Mridul, could you please post the winstore log from the time when it fails (%temp%\winstore.log)? It is not expected that you have to stop any service.Wednesday, September 19, 2012 11:59 PM

Just would like to provide another way you can get this error. On my test device the date was incorrectly set to some time in the future. So one quick thing to check is if the date on your test device is correct.Sunday, December 30, 2012 4:15 PM
