It is something that is not part of the core domain of the application, but is needed in many areas of the application. Typical examples usually include exception logging, auditing, authentication,  emailing or other services that your application makes use of.  They are often implemented as standalone libraries, but at the very least, should be implemented as separate logical components in the system and reused across it, rather than having specific implementations of e.g. logging sprinkled all throughout the system.
