Hi

I'm searching for a component or framework (actually anything usable) which eases planning of courses regarding students' and teachers' availability, resources, holidays, dependencies, and so forth.

Do you know anything that is low-cost or for free and could help me in any way?

Microsoft Solver is an open source linear programming tool that might be able to help you out. Check it out here.
