    .NET 3.0 is not a complete framework. It is an extension to .NET Framework 2.0 (which is a complete framework).

    3.0 cannot exist without 2.0 as its base. So, to have 3.0, 2.0 must be installed and present first.

    The same is true for 3.5, which is also an extension to 2.0.
