Time Out Error When Table Rows Load

I have a question regards to our SQL Server Database. There is a table called Roster and it loads around 1000 rows at a time. couple of days before I noticed when I load it from the Web Application it started sending time outs. When I keep trying like 5 or 6 times it load data properly. When I debug my Asp.Net MVC Code it goes to the error message says "Server TimeOut". It never happened before and only started giving errors this week. I even try to select all Roster data from SQL Management studio and it took lot of time to show the results. I did some testings in my main SQL Stored Procedure Query, even from the SQL management studio when I try to select all it takes lot of time. Sometimes select all return all data in the table and then when I put a where clause and commit, it takes more time than it takes to return all the data. My Web Application and Database they both hosted in Australia East 

Also, when I'm trying to change the pricing tier for our SQL DB from 10DTUs to 20DTUs. When I click on Pricing tier in the Azure Portal it says "update in progress" and grayed out for a long time. Can't select any package from there.
