Exporting Report w/ Header to Excel formatting issue

When I export my Report to Excel, the formatting of Rectangles in the Header portion of the report end up looking completely different than the way they appear in the report, cells are getting merged and all kinds of other crazyness is going on. Check out these two screen shots to see what I am talking about :

What generally causes these types of issues? It appears to be just a merging of far too many cells upon export. However I am not sure if that is really the root of the problem or if something deeper exists as well.

Header controls cannot accept a table dropped on them, so we had put textboxes inside rectangles in the header as a substitiute, that ended up being a headache due to alignment and general UI tweaks we constantly had to make.

The solution we came up with was to actually remove the information from the header, and put it in the body of the report inside a table control. That way we didnt have to mess with formatting or any other tweaks aside from functionality. It also looks MUCH cleaner when we export and there is no longer a huge, static ugly portion of the report at the top of each work sheet.
