Desktop backgound won't stay on in VISTA

Question

I had to manually restart my computer.  I use Vista Pro.  Now, I go to personalize and set my desktop background, set my theme to vista, and within about 15 minutes it reverts back to a plain background.  Happens every time I restart also.  When I go back to personalize, it has chenged from vista to c:windows.  I tried copying a picture to this file, and when I restart, it still goes back to a blank background.  This is driving me nutty.
