  • I exported one of the subsite using stsadm and imported into a new site collection, I could access the new site collection but whenever I try to create a new page in my new site collection I get the following error.

    There are no page layout files available in the master page library of the top-level site. Add one or more page layouts to this library before you create a page or set page properties.

  • i encountered the same error and resolved by performing the following steps:

    1) deactivate the site collection feature "Office SharePoint Server Publishing Infrastructure"
    2) deactivate the site feature "Office SharePoint Server Publishing"

    3) activate the site collection feature "Office SharePoint Server Publishing Infrastructure"
    4) activate the site feature "Office SharePoint Server Publishing"

  • Hi, 

    Please check the current user permissions on the Master pages and page layouts gallery, you must have at least read permission to create the page.

     

    If not, you can add Authenticated users with Read permission to the Master pages and page layouts gallery.

  • I do have full control to Authenticated users and still I have the same problem. Is there any other place where I should check this permission?

    In 'Page Layout and Site template settings' section I could see only 'Subsite Templates' but not 'Page Layouts' Section. But I could see all the page layouts when I open the same site in sharepoint designer.

    we install persian langouage pack  on sharepointserver after installing sharepoint and  creating our publishing site.
    then we change the localeId and language to 1065 in website table of database.
    After that  when I want to creat a page I will get the following error :

    There are no page layout files available in the master page library of the top-level site. Add one or more page layouts to this library before you create a page or set page properties.
     

    I did your steps  but when I want to do the step 3 it shows the following error:
    The specified name is already in use.

    A list, survey, discussion board, or document library cannot have the same name as another list, survey, discussion board, or document library in this Web site.  Use your browser's Back button, and type a new name.

  • I was having this same problem and deactivating then reactivating had no effect. My solution was pretty simple...

    1) Navigate to the master page gallery (Site Actions > Master Pages and page layouts)
    2) View the document library settings
    3) Under content types, click 'Change new button order and default content type'
    4) Check the first two and modify the order. Then click OK

  • Hi folks,

    I got this error after activating the Site Collection and Site scoped features for publishing, i.e. I did not start from a site template that already had publishing turned on.

    Neither of the suggested solutions here worked, so I compared the items in the Master Page Gallery with a site that could create pages and noticed that in the site where I couldn't create pages, none of the items in the Master Page Gallery had Content Types associated with them!

    Associating the correct Content Type to the Page Layouts (e.g. BlankWebPartPage.aspx with the Welcome Page Content Type) corrected the issue.

  • Seems SharePoint 2013 is no immune from this .. In my case I deactivated and reactivated the Site Publishing feature.  Probably have to write some PS next time to iterate through all sites to deactivate the Site Publishing Feature; prior to deactivate the Site Collection Publishing Infrastructure. However, thankfully that will be for another time.
