The Web Expression only allows creation of "media" silverlight

You must have premade code to insert the application into a site. Microsoft provides a 10gb service here : http://silverlight.live.com/

    - This is why you are having trouble!!

I suggest looking at both and try to figure out whats your best option or making your own solution.
There is an Express version of Visual Studio which is basically free, set backs for the free version dont affect web development. Here : http://www.microsoft.com/express/
