    The best thing you can do is see if a C program can consume .NET managed DLL. If so, then you may be able to create a .NET DLL that is a WCF client to the WCF service that the C program can use as a proxy.

    According to this case, as far as I know, we just can use java, c++,or other object-oriented programming languages

    to consume wcf service in a application.Because, wcf generated wsdl file based on xml.The client need  consume wcf

    service through wsdl file.
