Licensing required for app development to use WNS with MDM RRS feed

  • I understand the basic process of creating a dummy app and uploading it to the Windows Store in order to get a Package SID, Client secret and PFN in order to use WNS for push notifications. 

    My issue lies with the licensing required to upload and app and the software used to create the app. My understanding is that our Company would need to pay the $99USD to register as an app developer while signed in as a generic Microsoft account (example "dev@MyCompany.com". The app creation had be done with Visual Studio Community (which I believe is free for non-commercial use and we are using it for a dummy app that won't be published).

    Another person in my office believes that we need to set up a MSDN account and link both the MSDN account and the app developer account to the same email. The MSDN license would be a few thousand dollars and we only need to create the one dummy app for now.

    Any advice would be appreciated.
