Localization in VWD - can't find the resource generation tool RRS feed

    I seem unable to find the Generate Page Resource in the Tools menu. Neither can the Generate Local Resource be used as it is grayed out.

    In a label control I can't find the property: Localizable to set it to true

    Are all these features reserved for Visual studio.Net ?

    Following the example in the VWD Help File: Walkthrough: Using Resources for Localization with ASP.NET the following happens: (or does not happen)

    Clicking the Design surface OR one the the controls and then selecting the Tools menu item the "Generate Local Resource" option doesn't show

    Clicking anything other than the design surface or a control and then selecting the Tools menu item the "Generate Local Resource2 shows but is grayed out (inactive)

    What to do now?
