After creating 29 VMs, I cannot create the 30th VM, with this internal error.

Dear Silver,

We recomend not posting your subscription ID on the public forums.That said I checked on your accounts and you still have computing resources available on your quota for all subscriptions.

If possible, try to create the Virtual Machine in a different region.
If you need it to be created on a specific region, this is most likely a temporary condition. Please try again after a few hours and let me know if still experiencing problems.

This issue happens ALL the time. no exception. Its like we hit an internal wall and we can't proceed any furthur.

Initial condition:  having 34 VMs deployed

1) Tried to deploy new VM, but it failed with message:

Failed to create virtual machine PERF-VM30

2) Deleted one of the existing VMs (successfully) and then created a new VM (successfully).
                                                                                                                                                                  
3) Tried to create yet another new VM, but this failed again with message:
