Cannot export/import my SQL database in Visual Studios 2017

I am trying to export my SQL database from my localDB so that I can import it to my Azure SQL database through Visual Studios 2017.

The issue I am facing is that when I right click on the database to export, I do not have that option.

I only have Publish, Extract, and Register Data-tier Application.

Why do I not have the import and export Data-tier Application option? Is it a setting issue?

Could it be a SQL Server Management Studio rather than a VS option? You can download SSMS from https://docs.microsoft.com/en-us/sql/ssms/download-sql-server-management-studio-ssms?view=sql-server-2017
