CreateFile/ReadFile would definitely do the thing... but you are probably looking for something different? It would be really helpful if you describe in detail what you are trying to achieve (see TMH's tips on how to write an effective post).

I want to create a new audio file which is a section from mp3 wma file or video file such as mp4 wmv.
