    How can I pair bluetooth device programmatically and send or recieve files or strings using bluetooth from windows Desktop 

    and also how can i trigger add new blue

    Window provide multi functions for managing Bluetooth devices and services. Link below is for your reference.

    But there is no official .NET wrapper library until now. 32feet.NET is a shared-source project to make personal area networking technologies such as Bluetooth, Infrared (IrDA) and more, easily accessible from .NET code. https://32feet.codeplex.com/
