Making custom fields mandatory based on condition

Hello All,

Looking for a solution for below scenario. Let me know any approaches here:

1. Have a custom field called Delay Reasons (Drop Down selection based on lookup values)

2. Want to make both this field mandatory only when Finish Variance > 0
