You can't launch EXEs on the client machine from your server code.  It only worked locally because your server code was running on the client machine.  If you want to spawn processes on the client you'll need to use some client-side technology like ActiveX, java, flash etc which are outwith the scope of this forum.  Just give them a normal http link to your readme.txt and they'll read it how they choose.  What if your client doesn't have notepad.exe installed?  What if it is a mac or unix or has just uninstalled it?
