How to Develop Windows RT App for My Users without uploading to Store

Question

 

I’m developing an election App (Win RT) for my school. I don’t want to publish or upload that app to windows store because it is coded for only the candidates of my school, cannot be modified by the normal user. So I want to install or deploy election app to every Windows 8.1 computer in my school Computers. How can I solve this issue? How do I create Package or install the app to those computer? Please help me.
