Can you provide the link where you saw this offer?
I have seen articles where edition equivalencies between VS 2013 and VS 2015 are explained, specifically that the VS 2015 Enterprise Edition replaces both the VS 2013 Premium and Ultimate editions, like these:
https://www.visualstudio.com/products/compare-visual-studio-2015-products-vs
However, there is no specific mention of an "upgrade offer". It is unlikely that you will see such offers (if there are any) until VS 2015 goes RTM.

Hi ajith_ramawickrama,

Sorry for that I also didn't get that inforamiton, but you know the the VS2015 RTM is not released now, so you could submit a feedback to Microsoft Connect feedback portal: http://connect.microsoft.com/VisualStudio/feedback/CreateFeedback.aspx,
You will get email notification for update from the product team experts directly. So we could know that the latest information about the VS2015.
Have a nice day,
Jack
