Seems like the Shark007 Codec pack http://shark007.net/ works fine for me in Windows 8 DP. Just install it under Compatibility mode

 Windows Media  Player does not play flv files in any edition of Windows. Use VLC Media Player or Real Player. Both are completely compatible with Windows 8
