ISAPI DLL won't load on XP

Latest DLL, installs OK but fails to load on XP / IIS5.1.  Event log says:

The HTTP Filter DLL C:\WINDOWS\system32\inetsrv\fcgiext.dll failed to load. The data is the error.

The data is 0x0000007f

 How to get it to load?  WIll deploy on 2003 once dev and testing is done.

FCGIEXT.DLL is not an ISAPI filter. It is an ISAPI extension.

Well, no.

Whatever it is, it's immaterial. I just did the latest install, the installer put it in the ISAPI filters tab of IIS 5.1 on XP,along with the ugly red arrow pointing down indicating it failed. Anyone got any helpful tips?
