  • The best place to ask .NET web application development questions is in the ASP.NET forums:

  • Further, just start at http://www.asp.net and from there you can review the various technologies available through ASP.Net.

There are other web development technologies available as well, but ASP.Net is a pretty easy way to start if you are familiar with VB.Net for the desktop.  If you are coming from another development platform such as those offered by Adobe, then MS Expression Web might be a more natural fit.

Also note that your targeted platform may also influence your decision.  For instance, rich applications designed to run on Desktop or Windows Phone might be better written in SilverLight.
