To resolve this Issue, please follow these steps:
1.Make sure all the Virtualization stuff was enabled on the BIOS
2.Restart the Hyper-V servicesif you still have the same error, download and install the Service Pack 1 RC.

I also found the same error as well on my hyper-v host. I have sp1 and virtualization is enabled in the BIOS.
I had to reboot this hyper-v host in order to log onto one of the hyper-v machines. What is the root cause of this error?
The VHD is on a local drive and there are no hardware related errors.

Most newer servers have virtualization enabled out the box without any required BIOS changes.
If you have an ML350P Gen8 server you need to install SP1 (windows6.1-KB976932). The older version of Hyper-V 2008 R2 gives an " <virtual machine> could not initialize" error.
Hope this helps.

In my case SP1 of Windows Server 2008 R2 did the trick. Server HP Proliant ML110 G7.
