I do not think ISO file is available right now. If you wanted to download an offline installer then download the .EXE first from https://www.visualstudio.com/thank-you-downloading-visual-studio/?sku=Community&rel=15

Once you have the EXE file, place it in a folder say D:\VS2017 and create another folder inside it say "CommunityEdition", go to command prompt and open this directory and type command

    D:\VS2017\exe_name.txt --layout D:\VS2017\CommunityEdition

Actually, I am not sure about the exe name that is why I wrote exe_name.txt (that is my mistake it should be .exe and not txt).

Exactly, when I downloaded the community edition the exe file name has come as "vs_community__2031796415.1480248307.exe" and for enterprise it is "vs_enterprise__2031796415.1480248307.exe".

So, given the fact that the vs_community__2031796415.1480248307.exe is inside D:\VS2017 and you have one blank folder inside it as "CommunityEdition" then below command should work

    D:\VS2017\vs_community__2031796415.1480248307.exe --layout D:\VS2017\CommunityEdition --lang en-US
