Is there any ways, we can pull the Azure VM resource availability report for the last quarter or six month ? From Azure portal or power shell script ? We have around 600+ VM running on Azure.

There is no good way at this point in time to get this information.
You can review the Activity logs of each VMs and search for specific events but that would still not be the most reliable way to see that information and not for 600+ Vms.
We do have an open item on Uservoice asking for this feature though which is currently under review.
I suggest you upvote and follow that issue for any further updates on this type of feature
