Apply transitions - blur video

Hi,

I was wondering whether it is possible to apply transitions - such as a blur on to a page that includes a video playing.

For e.g is it possible to create the following; on a page there is a video playing and if you click on a button an overlay lays over the page (possibly over the video) the whole page including the video gets blurred apart from the overlay but the video is still playing.

there is no real 'blur' effect, but what about fading/muting the media element or putting a semi-transparent overlay over things you want 'blurred'?  would that work?  if so, in that case you could have a timeline that sets the opacity of the media element to something like 0.4 which would fade it out a bit.
