I am confused about something. I just want to know why do we need language specific Operating system? I mean if we talk about about Japenese language then why do we need Japenese version of Windows? Can't we just add Japenese language support in English version of Windows?
And also what's the difference in adding Japenese support to english version and Japense version Windows?
I would imagine it's more about logistics (the English one is typically written first), storage (how many language DLLs do you want out-of-the-box, default behaviour (which language is used in the setup) and also plain and simple bugs (specific language differences from the base English that require core DLL changes rather than simple language packs).
