  • Firstly, apologies for the delay in responding here and any inconvenience this issue may have caused.  We would need to define what it means to download a file: is it any GET that gets at least one byte of the file, or do you have to download the whole file? What about clients that download chunks of the file in parallel? What if a download is interrupted and resumed?

    You would need reliable access notifications and client logic synthesize the data into a number of reads.

  • you could actually enable log monitoring on your storage account: https://docs.microsoft.com/en-us/azure/storage/common/storage-monitor-storage-account 
    However, you might have to parse these logs to know how many times a read, write, delete etc.. was performed on specific files. Let me know if this helps.
