  • Hi Lawrence.C,

For your issue, do you download the Visual Studio Express 2013 from this site: https://www.visualstudio.com/en-us/products/visual-studio-express-vs.aspx ? Or the other site?

If you download it from the official site like above link, I doubt that it was related to the IE settings or others, and I list some troubleshoot steps below:
    1. Check the connection of your network. And then open the Internet Explorer, open one website, if it could be opened successfully, indicating your network is well.
    2. Maybe your IE doesn’t trust the Visual Studio web page or the sign in page, try to add the https://www.visualstudio.com/ , https://login.microsoftonline.com/  and https://login.live.com/ to your trusted zone.
Notice: if you download from the other site, please add it to the trusted zone.
In the IE, go to Tools -> Internet Options -> Security Tab, click the “Sites”, and adds these three sites.
    3. If the above doesn’t help, try to enable the JavaScript in Internet Explorer because if the JavaScript is disabled, you will not able to sign in to Visual Studio 2013, refer to the link:  https://support.microsoft.com/en-us/kb/2880131?wa=wsignin1.0
From this link, we could see the information: Go to Tools -> Internet Options -> Security Tab, and then click the Internet zone, depending on whether you have to customize your Internet security settings, select one of the following options:
•If you do not have to customize your Internet security settings, click Default Level.
•If you have to customize your Internet security settings, click Custom level, scroll down to the Active scripting section, and then click Enable.

I’m not very sure that which 2013 Express version you want to install, the community or others, but if it is urgent for you to install the VS express,  maybe you can download the Visual Studio Community 2013 from here: https://www.visualstudio.com/en-us/products/visual-studio-community-vs.aspx or the specific express version from the download center like this one:
    http://www.microsoft.com/en-hk/download/details.aspx?id=44914

    Best Regards,
    Jiayi Li
