Hi,
I like to add that you need to take into account if you are going to do in place upgrade or fresh install of BizTalk 2009/2010 environment and migrating your solutions to new environment. You will find some dicussion on this on the following thread. Besides that is a matter of choice between VS2008 and some other depencies or VS2010, see this thread. What are requirements in your case (i.e. customer) and what platform are they on that is some that has to be taken into account. There some difference between 2009 and 2010 and this thread has a discussion on that. Another factor that can be of importance is company policy (or one from customer): latest version (2010) or latest minus one (2009).
