  • Every time I am getting this message

    "Make sure Windows IpOverUsb Service is running"

    I checked for the services and the service is also running.

    I have tried restarting the service many times but I am always getting this message.

     I have reinstalled the VS2013 also but am stuck with this problem.

  • 1.Are you trying to unlock a Windows Phone 8.1 or WP 8?

    2.Does your PC detect the device when it is plugged in using USB?

    3.Do you have another device with same name already registered ?

    4.The phone you are trying to unlock should have internet connection.

  • I m trying to unlock Windows Phone 8.1 (Lumia 730)

    Yes my PC detect the device whn it is plugged.

    No i don't have another device with the same name.

    The phone I am trying to unlock has an active connection.

    The automatic date and time setting is disabled.

  • First go to Network And Devices,and delete your device

    the one more time connect your device and start developer registration

    it will definitely work

    its always saying windows phone over Ip service is not running...
    but the service is running.....

  • This worked for me, though the terminology is slightly inaccurate.  Here are my steps:

    1. While phone is plugged in:
    2. Open Device Manager
    3. Uninstall your device (mine was Nokia Lumia 520, with 3 entries under Universal Serial Bus devices at the bottom; uninstall all of the entries)
    4. Unplug the device
    5. Plug the device in
    6. Registration now discovers the device, and debugger also works properly

    I am on Windows 10 Tech Preview (9926) also.

    That's a critical point. Windows Phone development on Windows 10 Tech Preview isn't officially supported yet.

  • I got the same issue.

    I have to phones (Lumia 620, Lumia 820) have been unlocked, they have worked fine until last month .but both of them meet the issue now.

    Thease days I found that I couldn't deploy apps to phone( error code is DEP 6100, DEP 6200).

    Then I tried to connect these phones by Windows Phone Power Tools , I got error code 0x80131600 and 0x80131500.

    Then I  tried to connect these phones by  Windows Phone Developer Registration , I got error "Make sure Windows IpOverUsb Service is running" .

    But I can see these phones in File Explorer, and can access files on the phones.

    Is there any possible some Windows Update cause the issue ?

  • Hi, Rakshit TewariThe cause of the error is that the service “Windows Phone IP over USB Transport (IpOverUsbSvc)” is not running. It is very simple to resolve in error.

    Simple header over to services.msc. Look for “Windows Phone IP over USB Transport (IpOverUsbSvc)”, the status should be empty. Right click on it and select Start.

    To fix this error in your windows 8.1 development machine:

    1) Open Search and type Services and select settings.

    2) Open Computer Services.

    3) Look for "Windows Phone IP over USB Transport (IpOverUsbSvc)" service.

    4) Change the startup type to automatic and click on Start button.

    5) Try to deploy your application and everything works fine!

    Thanks for your reply, but I've checked "Windows Phone IP over USB Transport" before. It's running, and I've stopped then restarted it. Unfortunately, still the same issue.

    Please check following point

    set current date time manually also check pc/mobile connected in network.

    Rename device name/device register name check correct.

    Repair Visual Studio.

  • hey siddhanath...

    i have tried all these things....

    restarted services hell many times....

    i then even reinstall OS on my lappy nd in my phone...  clean install

    date nd time are set to manual... 

    i have tried renaming also nd there is no device registrd in my accunt so problem of maximum device not applicable...

  • OK, I've removed all windows updates that installed after 2/26.

    Then I plug my phone to computer (OS is Windows 8.1 ).

    Then like SmartThings said :

    • Open Device Manager

    • Unplug the device
    • Open the Windows Phone Developer Registration Application
    • Plug the device in

    Then  Windows Phone Developer Registration Application connect to my phone successfully.

    The removed KB list as below :

    KB3034196, KB3006137,KB3036197,KB3031432,KB3029944,KB3023607,KB3023562,KB3021952

    KB3020338,KB3019868,KB3013455,KB3004361,KB3016074,KB2976978

    (I think that I need more time to figure out which KB is the culprit)
