I noticed below issue/RCA here which might be the reason behind failure - https://status.azure.com/en-us/status/history/

MSA Login Failures - Mitigated (Tracking ID CT05-PC0)

Summary of impact: Between 00:00 UTC and 04:41 UTC on Feb 22, 2020, customers may have been unable to sign in with their Microsoft accounts to access their Azure resources. Users signing in with non-Microsoft account would have been unaffected. Additionally, users may have been unable to create new Microsoft accounts.

Preliminary root cause: Engineers determined a that a subset of back end servers were in a stopped state, causing authentication failures.

Mitigation: Engineers re-activated the servers and then monitored telemetry to verify that impact was fully mitigated.
