Is there an OOTB way to monitor cpu steal time in Azure? That is, time spent waiting for physical cpu resources to become available?

Thank you for posting here! We are happy to assist you.
These are the CPU monitoring metrics available on Windows VM:
For more information, please check Microsoft Azure Virtual Machine Monitoring with Azure Diagnostics Extension and thisOn a Linux VM once diagnostics is enabled, the following are the CPU metrics that can be collected:
- CPU DPC time
- CPU IO wait time
- CPU idle time
- CPU interrupt time
- CPU nice time
- CPU percentage
- CPU percentage guest OS
- CPU privileged time
- CPU user time
