Try http://www.blogger.com/ or http://www.blogspot.com/ If you are attempting to setup an internal/intranet blogging capability try WordPress (http://wordpress.org/ ) If you want a full Content Management System try Drupal, it's what WSS 3.0 is designed after anyway (http://drupal.org/ ).
