Average Start Time For VM Role Very Long

Question

I am trying to start my VM role deployment and it requests a single Extra Large Instance.  It is taking longer than 35 minutes to start.  I am coming from Amazon where it takes 5-10 minutes average to start a Windows server.  Is this a normal wait time for Azure?
