Making part of photo transparent

Question

I'm having a hard time trying to find a way to remove parts of a photo. For example, I have a photo of a cat. I'd like to remove everything except the cat, or copy the cat out of the picture.

It was a breeze in Fireworks, but I don't want to have to go through the trouble of downloading a demo just to do a simple edit. Surely Design 4 can do that. Am I missing something?
