How do I create a FireFox/Internet Explorer toolbar // 2 questions

Hello everyone, I would want to know how can I create a toolbar that would install for FireFox and Internet Explorer? The toolbar will be very simple, it will have a simple search bar and Lastest News. I just don't know how to make it stick on IE/FF. Can anyone help?

 

Also how can I retrieve information from one site and just post it on the toolbar? I would want the toolbar to show the lastest news section, maybe a line or two.
