How to create empty web in Expression 4? don't see button

Yesterday I played around w/ my new Expression 4 and was able to live download via FTP my old website from godaddy into "my web sites" on my local folder (every file/folder said conflict but I read about that and guess I won't mess with it now). However, I realized now there is one website in my web sites it doesn't belong to its own folder. I have other webs to download as well (in order to work on new laptop and then re-upload new versions).
So I found instructions to create an empty web (and then publish locally there). but I can't figure out how to do that?
Under file, new, you have option of page, html, etc, folder, create from dynamic web template, create from master page. Nothing that says empty web.
what do I do?

Donna, it sounds like you were following instructions written for EW versions one or two. The interface was changed as of EW3, and there have been even more changes/additions with version 4 (snippets have moved, custom toolbars, etc.). In the future, make sure when you are following instructions, either online or from a book, that you are using instructions written for EW4. Some elements have not changed, but in the case of confusion such as this, check first to make sure that what you're reading is current.
