Gentlemen,
I got a problen when I were installing the .net framework.
The error message is "Internal Error 2908 {7D4B5591-4C80-42BB-B0E5-F2C0CEE02C1A}"
Is there anyone can help me to figure out what it is ?

I'm getting the exact same error. When I click ok it gives the further error:
Error 1935.An error occurred during the installation of assembly 'Microsoft.Vsa,Version="7.0.5000.0",PublicKeyToken="b03f5f7f11d50a3a"

Dear Sir,
I had the same error messages.
First it started with this error "Internal Error 2908 {7D4B5591-4C80-42BB-B0E5-F2C0CEE02C1A} and then continously up to another five errors.
This happen to me when I wanted to install .Net Framework for Visual Studio .Net 2003 installation
Please help me to work further on this installation.

Dear Sir,
Where to find this file named "mscoree.dll" ...?
Because when i run "file search" from windows it appear to show another error message that "Windows Explorer has encountered a problem and needs to close. We are sorry for the inconvenience."
Then it close the search results.
Please inform me where is the file located.

Wednesday, February 01, 2006 7:30 PMI found the file in C:\windows\system32. I was able to delete it by rebooting and then sending to the recycle bin. After that I was able to install the .Net framework

The actual file name is MSCOREE.DLL and I just dropped into a DOS command line and went to c:\windows\system32 and deleted mscoree.dll... I did not have to restart or anything... worked fine....

I'm having the same problem but do not have the .dll file on a search of the entire hard drive. this is a new install of XP pro and I am trying to install Office 2003 pointing to a transform. These are the 2 error messages that I consistently get:

I have the most current version of windows installer (3.1v2)

Two possible solutions:
1. Remove mscoree.dll from system32 directory. Reboot not necessary. This should solve the problem.
2. Uninstall beta version. If you get the same error when uninstalling the beta version... go to beta folder and rename it to a different name then try Office2003 Installation.
If both of the above does not work, then the only other thing I can think of is to uninstall all of products related to HP including drivers. HP is known for bundling large stuff and causing problems with the .NET installer which Office 2003 is based on.

Same problem. Same solution. .net 1.1 is installed now ok.
I think, that this mscoree.dll file must be instaled on desktop, instead of system32 :)

Just on a sidenote here, the mscoree.dll file is the CLR Execution Engine. When an assembly is loaded it will be loaded by mscoree.dll, the assembly states for which CLR version the assembly was designed for and mscoree either loads the correct CLR version or uses the already loaded CLR runtime.
Do NOT just move or delete the mscoree.dll file. If you move it or delete it and then install .NET Framework 1.1 than there will be a new mscoree.dll file in your %windir%\system32\ folder but this time the .NET 1.1 one. I recommend that if this work around works to install an older version of the .NET Framework that you still afterwards perform a repair installatino of .NET Framework 2.0, even better would be to try to perform a repair installation of the .NET Framework 2.0 first before starting to move or delete the mscoree.dll file.

Sunday, May 13, 2007 3:10 AMI have also encountered the 2908 with any of a number of {arguments} following a recurring window. This began happening when my computer attempted to install automatically "InstantShareDevices". I have an HP printer and have deleted some of the files associated with it, but not all. I deleted the mconn.dll and have downloaded the dot Net 2, but it will not install because the computer is stuck in that loop with the 2908 errors trying to install automatically those InstantShareDevices. The next thing that I will try, will be to go delete all the HP software and then, if need be, reboot if I haven't been able to get out of that loop. If anyone has any other ideas, I'd love to hear them.

I had this problem, too. It seems to be a problem with installing Microsoft .Net Framework.
Here's what I did: when the endless loop of InstantShareDevices install errors started up, I went to the Task Manager (ctrl-alt-del) and ended the process.
Then I went to this link (for XP) at Aaron Stebner's Weblog and downloaded his .NET Framework cleanup tool, ran it as directed, and restarted the computer. (If you're running Vista, go here.)
When it restarted, I had to use the Task Manager again to end the loop of install errors. Then I went to the windowsupdate.microsoft.com, clicked the Custom button, and selected Microsoft .Net Framework 1.1.
Once that worked, I went back and installed the Microsoft .Net Framework 1.1 Service Pack 1, and also Microsoft .Net Framework 2 and 3.

If I try to install the SDKs for Windows Mobile 5 or the Standard SDK for Windows Mobile 6 on Windows Vista (with VS2005 already installed) I get hundreds of these errors. There is no mscoree.dll in the system32 folder.

Even I also dosen't have that file. I have clicked on c:windows/system32 no go... I have also checked in the option "Show hidden Files", but still no go. This comp have Windows XP Srevice Pack1. Kindly help me.

I'm on a windows 7 computer
I used unlocker to remove mscoree.dll from system32 and systemwow64 and tried to install .net v1.1 and, this time it didn't give me a 2908 error, but it "rolled back" right at the end and didn't tell me what went wrong. Then, when I tried to open the game I was trying to get working, it didn't give me the "you need .net v1.1.4" thing, it just told me it couldn't open. So I put mscoree.dll back into the system folders and tried opening the game again, and it went back to the "you need .net v1.1.4" pop-up. I have had this pop up with other games while using Steam, but they always worked just fine. So obviously deleting mscoree.dll does not work the way people say it does, at least not for me...
