I tried to create an Enterprise Wiki site but every time I get General Error message with a correlation ID.
Checking logs I've found that SPS cannot find content type...
I've actaviated almos all features in my SPS(withoud Workflows).
What can be wrong?

Errors from log file:

I've tried to create an Enterprise Wiki site from Central Administration and it works but from SharePoint interface it still generates errors.

Sounds like a permission error. It almost looks like there's an issue with the account trying to provision the template and it can't activate features. Are you able to create the site collection using PowerShell?

I created Enterprise wiki site collection from powershell and it works. On this site I can create a wiki subsite directly from sharepoint.

I know it's really strange, but you cannot create a new Enterprise Wiki Site without specifying which web collection to use.
So, incase Microsoft change the URL above here are the steps in summary..
On the Central Administration Web site, in the Application Management section, click Create site collection.
You can also create an Enterprise wiki as a sub-site of another site by clicking New Site on the Site Actions menu.
In the Web Application section, click the Web Application drop-down list to select the Web application where you want to create the Enterprise wiki.
In the Title and Description section, type a title in the Title box and, optionally, type a description in the Description box.
In the Web Site Address section, select / to create the Enterprise wiki at the root of the Web application, or select /sites/ to create the Enterprise wiki site at a specific path. If you select/sites/, you must also type the site name.
In the Template Selection section, click the Publishing tab, and then click Enterprise Wiki.
In the Primary Site Collection Administrator section, type the user name for the user who will be the site collection administrator.
In the Secondary Site Collection Administrator section, type the user name for the secondary administrator of the site collection.
Designating a secondary site collection administrator is a best practice to ensure that someone can manage the site collection when a primary site collection administrator is not present.
If you are using quotas to manage storage for site collections, in the Quota Template section, click a template in the Select a quota template list.
IT WORKS! I created my Enterprise Wiki by choosing /sites/ because it made more sense to use this then to use / (its a site so it should be categorized as a site - thats what i think anyway)-

I was able to create Enterprise WIKI as subsite but only when I used site collection administrator account.

We are experiencing the same issue. One of our end users tyring to create the Enterprise Wiki from his MySite, he gets the same error. I have tried it myself and got the same thing... I am a farm admin too.
