What happens when a workflow moved items to the Drop-off library?

Question

I moved items to the Drop-off library using a workflow. Somehow rules of the content organizer weren't executed on those items although they were put in this library...

Why is it so?

(Maybe i should execute the workflow not as a system account?)

What is the content type of the item your workflow moved?

 

As far as I know, the Content Organizer will only work on content types that are or derive from the Document content type.  So it does not work for automatically organizing large lists.
